Our early state constitutions were our first constitutions. They were the fundamental laws of their states, in most states replacing the colonial charters. (Connecticut retained its colonial charter as its constitution until 1818; Rhode Island, until 1842.) They grew out of more than 140 years of their separate histories which gave them distinctly different, deeply rooted cultural and governmental traditions.

The Texas Education Agency is exercising its faith that local school districts can create a Bible course without state help. It’s requiring the curriculum but failing to provide its promised teacher instruction or training materials for the course. No state money has been allocated for either.

AUSTIN — Tired of high-profile battles over textbook selection, evolution and other issues, some state lawmakers are continuing to do their best this session to wrest control from the 15-member elected board that governs Texas’ public schools. Some proposals to rein in the State Board of Education — from making it nonpartisan to taking away its power to choose textbooks or make money decisions — have already died in the 81st Legislature’s regular session, which ends June 1.
