The Texas Legislature will consider a wide variety of topics when it convenes in regular session on January 13, 2009. Funding public and higher education, health and human services, criminal justice, and other state priorities will command the attention of state lawmakers, as well as dealing with the aftermath of the devastation from Hurricane Ike. Also, 27 state agencies and programs, including those concerned with transportation, public safety, youth offenders, insurance regulation, agriculture, and parks and wildlife, will be subject to review under the Sunset process. Many other issues, such as revisions to the property tax appraisal system and the business margins tax, enforcement of immigration laws, and the public school accountability system, also will be considered.

This report highlights many, although by no means all, of the topics that the 81st Legislature may consider during its 2009 regular session. The House Research Organization has addressed a number of these issues in more detail in Focus Reports and Interim News articles since the end of the 80th Legislature’s 2007 regular session.

Texas lawmakers plan to tackle a range of education issues when they convene next month, from slashing the fat in cafeteria food to overhauling the school accountability system.  While rising college tuition is likely to dominate much of the conversation in the upcoming Legislative session, school districts are lobbying for an overhaul of the K-12 funding system as well. Lawmakers aren't making any promises.

WASHINGTON (CNN) -- A number of atheists and non-religious organizations want Barack Obama's inauguration ceremony to leave out all references to God and religion.  In a lawsuit filed Tuesday in Washington, the plaintiffs demand that the words "so help me God" not be added to the end of the president's oath of office.

Lesbian Couple Wins Suit Against Methodist Camp

The Methodist Church has lost a round over homosexual unions.  In March 2007 the Ocean Grove Camp Meeting Association refused to permit two lesbians -- Harriet Bernstein, 67, and Luisa Paster, 61 -- to stage a civil union ceremony at the church-owned Boardwalk Pavilion, and returned their check for $250. Subsequently, says Mat Staver of Liberty Counsel, the lesbians filed a legal complaint against group. However, Association officials countered that the decision was based on their religious beliefs.

About one third of 18-to-29-year-old evangelicals voted for Barack Obama.  Something does not compute here.  Obama’s record on abortion and same-sex unions stands in direct opposition to what the vast majority of evangelicals believe.  And it’s not as though this is typical.  In 2004,  less than half that percentage voted for John Kerry. So what made Obama so appealing to these Christian young people?  By their own accounts, it was their belief in “social justice.”  And where did they learn about “social justice?”  According to Phyllis Schlafly, the answer is simple:  public schools.

Critics of America's public school system have launched a new effort highlighting the need for Christians to xit the system. Te initiative -- dubbed The Call to Dunkirk (video link) -- was launched by Dr. Bruce Shortt, author of The Harsh Truth About Public Schools; Rev. Voddie Baucham, author of Family Driven Faith: Doing What It Takes to Raise Sons and Daughters Who Walk with God; and the founder and director of the Exodus Mandate Project, retired U.S. Army Chaplain Lt. Col. E. Ray Moore.

"The Call to Dunkirk is a special emergency effort to try to get other ministries, churches, pastors, and the major Christian right and pro-family movement to join with us and the other K-12 home-school ministries in rescuing the children from the public schools during the year 2009," he says
